Directs the University of Hawaii at Hilo's College of Agriculture, Forestry, and Natural Resource Management to pursue a higher education learning center project in Puna district to improve employment and entrepreneurial activities in the area.

Appropriates unspecified general revenue funds for fiscal years 2013-2014 and 2014-2015 to conduct a needs assessment for the learning center project using temporary or contract hires.

Requires the needs assessment to evaluate existing educational resources and facilities in the district that can be networked to provide educational and training options, with initial focus on agricultural production and processed products for local markets.

Establishes the pilot project as a potential replicable model for higher learning centers that could be extended to other rural areas of Hawaii.

Takes effect July 1, 2050.
