Campaign Spending Commission must submit a report to the legislature by January 31, 2015, compiling data on the comprehensive public funding program for the 2010, 2012, and 2014 election cycles.

Report must include the number of declarations of intent, applications received, candidates certified, and amount of funding committed to certified candidates.

Report must track candidates who actually received funding, first-time candidates funded, those who withdrew, and election outcomes for funded candidates.

Report must compare total campaign expenditures between candidates who received comprehensive public funding and opposing candidates who did not receive such funding.

Report must document funds returned to the Hawaii campaign election fund and all known violations of Part I of Act 244, Session Laws of Hawaii 2008.
