Requires the Office of Youth Services to coordinate a two-year safe places for youth pilot program in partnership with private organizations to provide youth with access to safety, advice, guidance, programs, and services.

Establishes a safe places for youth program coordinator position responsible for coordinating the network, maintaining statewide listings, providing training to designated organizations, building awareness through partnerships with schools and education programs, and convening annual meetings for feedback.

Pilot program shall provide access to services including domestic violence prevention, trauma recovery, human trafficking resources, suicide prevention, teen pregnancy prevention, tobacco cessation, substance abuse support, behavioral health counseling, educational and vocational assistance, and dating violence prevention.

Defines "safe places" as physical and virtual places of safety for youth and "youth" as any person age 21 or younger; all youth are eligible for services regardless of background.

Appropriates unspecified general revenues for fiscal years 2013-2014 and 2014-2015 to fund the coordinator position and residential options; pilot program terminates June 30, 2015.
