Increases the Corrections Population Management Commission from eleven to thirteen members to examine the disproportionate representation of Native Hawaiians in Hawaii's criminal justice system.

Adds the administrator of the Office of Hawaiian Affairs as an ex-officio member of the commission.

Requires the Governor to appoint one additional member from the public who has knowledge of criminal justice issues and substantial experience or expertise in traditional Native Hawaiian practices.

Responds to recommendations from the Native Hawaiian Justice Task Force Report (2013) and prior studies on disparate treatment of Native Hawaiians in the criminal justice system.

Takes effect upon approval.
