Requires the Office of Hawaiian Affairs (OHA) to establish, design, and administer a mandatory training course on native Hawaiian and Hawaiian rights, natural resource protection, and the public trust at its own expense.

Members of specified state boards, councils, and commissions (including the Land Use Commission, Board of Land and Natural Resources, Commission on Water Resource Management, Environmental Council, Board of Agriculture, and others) must complete the training within six months of their initial appointment.

Training course must include historical information, state laws, constitutional provisions, court rulings protecting native Hawaiian and Hawaiian rights, and information on public trust resources and their importance to native Hawaiians.

OHA must offer the training course at least twice per year and notify all required members that attendance is mandatory.

Other state or county officers, representatives, or employees may request to voluntarily enroll in the training course; the Governor must provide OHA with names of newly appointed members within 30 days of appointment.
