Clarifies that local contacts for transient accommodation operators cannot engage in licensed real estate activities and any services beyond emergency response, relaying concerns, or transmitting operator responses may require real estate licensing under chapter 467.

Amends the definition of "custodian or caretaker" to exclude individuals who act as designated agents for transient accommodations under section 521-43(f), preventing them from qualifying for the custodian exemption from real estate licensing requirements.

Allows the Real Estate Commission to waive one year of the required three-year full-time Hawaii-licensed real estate salesperson experience if an applicant demonstrates five years of full-time real estate field experience and the commission determines it equivalent.

Expires Part II (the experience waiver provision) on June 30, 2016, automatically reverting the three-year experience requirement to its original form unless extended by the legislature.
