Repeals the regents candidate advisory council for the University of Hawaii board of regents, restoring the governor's direct authority to nominate and appoint board members with senate confirmation.

Requires existing board members to complete their current terms; future vacancies will be filled by gubernatorial appointment and senate confirmation rather than from candidate pools presented by an advisory council.

Modifies board leadership structure to elect one vice-chairperson instead of up to two, with elections occurring at the first meeting after June 30 each year rather than preceding July 1.

Takes effect only upon ratification of a constitutional amendment repealing article X, section 6 of the Hawaii Constitution that currently mandates the candidate advisory council process.

Board members continue to serve five-year terms (two years for student members) with a limit of two consecutive terms and receive travel expense reimbursement but no compensation.
