Proposes constitutional amendment to Article X, Section 6 of the Hawaii State Constitution modifying the University of Hawaii Board of Regents appointment process.

Removes the requirement that the governor appoint regents from pools of qualified candidates presented by the candidate advisory council for the board of regents.

Allows the governor to nominate and appoint board members with the advice and consent of the senate, as provided by law, without restriction to candidate advisory council recommendations.

Existing board members shall serve their full terms, with replacements made as terms expire under the new appointment process.

Requires voter approval through ballot question asking whether the constitutional requirement for candidate advisory council nominations shall be repealed.
