Allows service members with honorable or general (under honorable conditions) discharges within two years to obtain professional licenses through endorsement or reciprocity if equivalent licenses exist in other states, provided they meet specified requirements.

Requires licensing authorities to consider military education, training, licensure examinations, and service as part of qualification evaluation for professional and vocational licenses.

Permits service members to demonstrate competency in lieu of prior work experience requirements for licensure by endorsement or reciprocity.

Mandates licensing authorities expedite applications and license issuance for eligible service members meeting the specified requirements.

Exempts medical doctors, dentists, and certified public accountants from these provisions; effective July 1, 2050.
