Legislature finds the department of human services has not raised monthly foster care board rates since 1990, with current rate of $529 per child insufficient to cover increased living costs.

Directs department of human services to increase monthly board payment rates to foster parents, group homes, and child caring institutions (amount to be specified).

Appropriates unspecified sums from general revenues for fiscal years 2013-2014 and 2014-2015 to implement the rate increase.

Requires department to submit initial report to legislature by twenty days before 2014 regular session convening and final report by twenty days before 2015 regular session on implementation status, costs, and number of affected foster children.
