Adds a new right (paragraph 8) to Hawaii's victims' bill of rights allowing crime victims and surviving immediate family members to participate in restorative justice processes.

Requires police or prosecuting attorneys to inform victims of their right to participate in restorative justice upon written request.

Defines restorative justice processes to include restorative dialogues, conferences, circles, sessions, Native Hawaiian ho'oponopono, and other group processes with trained facilitators.

Permits victims, surviving family members, and accompanying loved ones to meet directly with the accused person or their representative to discuss harm suffered and desired outcomes to repair or mitigate that harm.

Requires restorative justice processes be scheduled at times and places convenient and respectful for victims and surviving family members.
