Establishes environmental courts as specialized divisions within Hawaii's circuit courts and district courts to provide consistent application of environmental laws statewide.

Grants environmental courts exclusive original jurisdiction over proceedings arising from 22 specified environmental law chapters (including chapters 6D, 6E, 6K, 128D, 339, 343, and others) and title 12, including judicial review of administrative proceedings and declaratory judgment actions.

Authorizes the chief justice of the supreme court to designate environmental judges for each circuit and district court, with authority to temporarily reassign judges between circuits based on case volume or urgency.

Requires the judiciary to conduct a study of environmental cases filed in circuit courts over the past five years and convene a working group to recommend implementation strategies, with reports due to the legislature by 20 days before the 2015 regular session.

Takes effect July 1, 2015, allowing the chief justice to transfer pending environmental matters from other state courts to the new environmental courts at the chief justice's discretion.
