Prohibits smoking in individual housing units, common areas, community facilities, and within twenty feet of buildings and their entrances, exits, windows, and ventilation intakes in public housing projects, state low-income housing projects, and elder or elderly households.

Allows the Hawaii Public Housing Authority to designate one or more permissible smoking areas at least twenty feet away from residential or other buildings, provided secondhand smoke does not infiltrate dwelling units.

Requires the authority to place and maintain "No Smoking" signage at all entrances and exits of properties and may display additional signage at residential and community facilities.

Allows the authority to adopt rules under chapter 91 to implement the smoking prohibition requirements.

Makes a third violation of the smoking prohibition grounds for lease termination and eviction, with violations by non-residents, guests, or household members attributed to the resident tenant.
