Makes financial disclosure statements of members of 17 state boards and commissions public records available for inspection and duplication, including the Board of Agriculture, Public Utilities Commission, Board of Land and Natural Resources, and Land Use Commission.

Clarifies Section 84-13 (fair treatment law) by separating restrictions applicable to task force members from those applicable to legislators, making explicit that legislators are not prohibited from introducing bills, serving on committees, or taking action in exercise of legislative functions.

Creates new subsection (c) to establish separate disclosure requirements for task force members and their designees or representatives, distinct from the legislative disclosure requirements in subsection (b).

Adds University of Hawaii Board of Regents members to the list of persons whose financial disclosure statements are public records.

Takes effect upon approval.
