Appropriates unspecified sums from general revenues for fiscal years 2013-2014 and 2014-2015 to address Hawaii's shortage of primary care physicians through a comprehensive workforce development plan.

Establishes funding for the Hawaii health corps revolving fund to support loan repayment programs for medical students and health professionals serving in shortage specialties and underserved areas.

Provides appropriations to support the John A. Burns school of medicine's native Hawaiian center of excellence, including the Imi Hoola program and native Hawaiian student pathway to medicine program to promote workforce diversity.

Funds expansion of the family medicine residency program at the John A. Burns school of medicine, including increased faculty and infrastructure, and development of new accredited family health centers with teaching hospitals.

Takes effect July 1, 2030.
