SB 681 Summary

• Establishes a temporary food security task force at the University of Hawaii's national disaster preparedness training center to develop an emergency food plan addressing food security during emergencies, catastrophic events, or quarantines.

• Task force composed of the executive director of the disaster preparedness center (chair), adjutant general, board of land and natural resources chair, civil defense vice director, agribusiness development corporation chair, and college of tropical agriculture dean, plus invited representatives from farming organizations, military, and other stakeholders.

• Task force shall identify cultivable lands, irrigation needs, optimal crops, agricultural partners, feasibility of public orchards and fruit tree planting, commercial fishing potential, home gardening resources, wild animal food sources, food distribution plans, vulnerable populations, emergency food drop programs, and farm security measures.

• Requires interim report to legislature no later than 20 days before 2014 regular session and final report no later than 20 days before 2015 regular session; task force ceases to exist June 30, 2015.

• Appropriates unspecified amount from general revenues for fiscal years 2013-2014 and 2014-2015 to be expended by the University of Hawaii; effective date July 1, 2050.
