Establishes a three-year pilot photo red light imaging detector system program (ending July 1, 2016) to enforce traffic-control signal laws in all counties using automated camera technology at five specified intersections.

Authorizes counties to implement the program on state or county highways and issue citations by certified or registered mail to registered vehicle owners within 72 hours of violations, with photos of the driver required as evidence.

Allows registered vehicle owners to rebut the citation by proving they were not operating the vehicle through written statements, court testimony, witness testimony, or evidence of vehicle theft.

Requires the pilot program to be administered by a nonprofit organization and deposits all fines into the general fund rather than allowing vendor retention of revenues.

Modifies traffic signal laws to allow trucks sufficient time on yellow lights before red signal commences and clarifies motorcycle license plate display requirements.
