Appropriates unspecified general revenue funds to the Department of Public Safety for fiscal years 2013-2014 and 2014-2015 to contract with community-based nonprofit organizations.

Nonprofit organizations will provide education, mentoring, restorative circles, farming, artisan skills, cognitive behavioral therapy, and cultural healing services to incarcerated and formerly incarcerated individuals.

Services target inmates and former inmates under custody and control of the Department of Public Safety or the Hawaii Paroling Authority.

Legislature finds that community-based organizations providing these services reduce recidivism rates and make communities safer without requiring the department to hire additional personnel.

Effective date is July 1, 2050.
