Appropriates unspecified general revenue funds for fiscal years 2013-2014 and 2014-2015 to the Hawaii Strategic Development Corporation revolving fund to support the HI Growth Initiative, which invests in high-growth entrepreneurial businesses, research commercialization, entrepreneur mentoring, and startup investment capital.

Requires the Hawaii Strategic Development Corporation to submit annual reports to the legislature no later than 20 days before each regular session beginning in 2014, detailing HI Growth Initiative activities and expenditures.

Authorizes the Department of Business, Economic Development, and Tourism, in collaboration with the Department of Agriculture, to conduct planning, feasibility studies, and economic impact analyses for quarantine inspection, treatment, and agricultural commodity consolidation facilities on the Island of Hawaii.

Directs the studies to evaluate three alternative locations: Foreign Trade Zone No. 9 in Hilo, the land parcel near Hilo International Airport, and the Kawaihae Harbor area on the island's west side.

Appropriates unspecified funds for fiscal year 2014-2015 to conduct the planning and analysis studies, with a required report to the legislature by 20 days before the 2015 regular session.

Bill takes effect July 1, 2050.
