Permits incarcerated persons to create and sell products and crafts including photographs, paintings, drawings, sewn items, crocheted items, and woodwork, with the director's discretion on appropriate items.

Allows the director to sell created products at locations and through methods deemed appropriate, including physical stores or online electronic websites.

Allocates proceeds from sales among three areas: a percentage to facility rehabilitation/re-entry programs, a percentage to the crime victim compensation special fund, and a percentage to the incarcerated person's individual account.

Requires the Department of Public Safety to study correctional practices in other states regarding inmate product sales, including sales methods, pricing, and revenue allocation.

Department must report findings and recommendations to the legislature no later than twenty days before the start of the 2014 regular legislative session.
