Amends the definition of "thrill craft" to clarify it includes motorized vessels under 13 feet that can exceed 20 mph and be operated by a single person, including jet skis, waverunners, and similar vessels powered by internal combustion engines.

Prohibits parasail permit holders in counties with populations of 700,000 or more from operating more than one parasail vessel in state waters at any given time per permit.

Limits thrill craft permit holders to operating no more than six thrill craft vessels for rent per permit.

Requires permit holders to maintain compliance with department rules, pay applicable state taxes, and maintain a good safety record for permit renewal.

Takes effect July 1, 2050.
