Authorizes the Department of Agriculture to lease or conduct other land transactions with the Agribusiness Development Corporation (ADC) for food production and organic livestock feed development purposes.

Establishes a food production and organic livestock feed development mobilization program under the ADC, allowing it to develop agricultural projects on lands leased from the Department of Agriculture.

Permits the ADC to partner with the High Technology Development Corporation to implement technological innovations for improved organic crop cultivation.

Exempts the ADC from certain qualifying requirements and restrictions that normally apply to non-agricultural park land leases, including income and transferability requirements.

Takes effect July 1, 2050.
