Establishes an investigative unit within the Office of the Auditor to conduct investigations involving alleged or suspected government waste, fraud, abuse, nonfeasance, or malfeasance related to state finances.

Investigations may be initiated by: concurrent resolution adopted by the legislature, request from a standing committee chair with concurrence of both the Senate President and House Speaker, an act of the legislature, or the auditor with concurrence of both legislative leaders.

Auditor may consider information from postaudits and examinations when determining whether to initiate an investigation on their own authority.

Appropriates funds for fiscal years 2013-2014 and 2014-2015 to establish a five-person investigative unit consisting of a manager, senior-level supervisor, two investigators, and a clerk, including equipment.

Takes effect July 1, 2050.
