Establishes a four-year irrigation water conservation best management practices pilot program under the department of accounting and general services at ten capital district buildings.

Requires completion of at least four projects covering a minimum of 25,000 square feet of landscape irrigation using best management practices established by the Landscape Industry Council of Hawaii.

Defines best management practices for maintenance including seasonal timing adjustments, lawn aeration, drought-tolerant plants, mulching, and nighttime watering schedules.

Defines best management practices for new installations including climate-based controllers, flow sensors, drip irrigation, head-to-head sprinkler coverage, and hiring qualified irrigation designers.

Requires the department of accounting and general services to report results to the legislature no later than twenty days before the 2018 regular session, including information on training, installations, and water savings measured in gallons.
