Changes the submission deadline for county police department annual reports from twenty days before the legislative session to by January 31 of each year.

Clarifies the reporting period covers January 1 to December 31 of the year immediately prior to submission.

Requires reports to include a "description" (instead of "summary") of facts and nature of misconduct for each incident resulting in suspension or discharge of a police officer.

Maintains reporting requirements for four categories of misconduct: malicious use of physical force, mistreatment of prisoners, use of drugs and narcotics, and cowardice.

Continues requirement that descriptions not disclose the identity of individuals involved.
