Requires state employees and legislators to disclose every source of annual income exceeding their own annual salary if that income source is a registered lobbyist or lobbying organization.

Adds new disclosure requirements to Chapter 84, Hawaii Revised Statutes, in addition to existing section 84-17 requirements.

Applies to both state employees and legislators receiving income from registered lobbyists or lobbying organizations.

Effective date: July 1, 2113.
