Governor or designee authorized to negotiate with owners of Turtle Bay Hotel and Resort property in Kahuku, Oahu to conserve undeveloped portions through purchase, easement, or other legal means.

Undeveloped lands eligible for conservation include golf courses, stables, parking areas, nurseries, and similar-use areas that could be relocated, excluding existing hotel and condominium structures.

Financing options include legislative appropriations, general obligation bonds, public land exchanges, development rights transfers, federal or county funds, private donations, or other negotiated financing methods.

If sole acquisition is not feasible, governor or designee shall pursue cooperative agreements such as conservation easements with private or public entities interested in conserving the property.

Appropriation amount unspecified; funds to be expended by Department of Land and Natural Resources for fiscal years 2013-2014 and 2014-2015, with unencumbered moneys lapsing on June 30, 2018; governor must report to legislature by twenty days before 2014 regular session.
