Appropriates funds for fiscal biennium 2013-2015 to cover collective bargaining cost items negotiated for collective bargaining unit (4) across multiple state departments and agencies.

Appropriates funds for salary increases and cost adjustments for state officers and employees excluded from collective bargaining who belong to the same compensation plans as unit (4) employees, covering the executive branch, judiciary, and Hawaii health systems corporation.

All appropriations are designated as -0- (no funds) for both FY 2013-2014 and FY 2014-2015 across general funds, special funds, federal funds, and other funds.

Provides that salary increases and cost adjustments paid from federal, special, or other funds shall be paid wholly or proportionately from those respective funding sources.

Takes effect July 1, 2030, with any unencumbered funds lapsing as of June 30, 2014, and June 30, 2015.
