Appropriates funds for Hawaii employer-union health benefits trust fund costs for collective bargaining unit (6) for fiscal biennium 2013-2015, with $0 allocated for both FY 2013-2014 and FY 2014-2015.

Appropriates separate funds for state officers and employees in the executive branch excluded from collective bargaining who belong to the same compensation plans as unit (6) members, with $0 allocated for both FY 2013-2014 and FY 2014-2015.

Director of finance shall allot appropriated funds to appropriate state departments in respective fiscal years for expenditure.

Salary increases and cost adjustments for officers or employees whose compensation is paid from federal, special, or other funds shall be paid proportionately from those respective funds.

Takes effect July 1, 2030.
