Appropriates funds for fiscal biennium 2013-2015 to cover collective bargaining cost items negotiated with the exclusive bargaining representative of collective bargaining unit (8) across multiple state agencies and the Hawaii health systems corporation.

Provides salary increases and cost adjustments for state officers and employees excluded from collective bargaining who belong to the same compensation plans as those in collective bargaining unit (8).

Allocates funds from general, special, federal, and other sources to the Department of Finance (for executive branch departments and Hawaii health systems corporation) and to the Chief Justice (for judiciary branch).

Requires that salary increases and cost adjustments paid from federal, special, or other funds be paid proportionately from those respective funds.

Unspent or unencumbered funds lapse on June 30, 2014, and June 30, 2015, and the Act takes effect on July 1, 2030.
