Appropriates funds for Hawaii Employer-Union Health Benefits Trust Fund costs for collective bargaining unit (9) for fiscal biennium 2011-2013, with no general funds allocated in either FY 2011-2012 or FY 2012-2013.

Appropriates funds for excluded state officers and employees in the executive branch who belong to the same compensation plans as those in collective bargaining unit (9) for the 2011-2013 fiscal biennium, with no general funds allocated.

Director of Finance shall allot appropriated funds to appropriate state departments in their respective fiscal years for expenditure.

Salary increases and cost adjustments for officers or employees whose compensation is paid from federal, special, or other funds shall be paid proportionately from those respective funds.

Takes effect July 1, 2030, with funds applying retroactively to July 1, 2011.
