Appropriates funds for the Hawaii employer-union health benefits trust fund costs for collective bargaining unit (3) for fiscal years 2013-2014 and 2014-2015.

Provides separate appropriations for state officers and employees in the executive branch excluded from collective bargaining who belong to the same compensation plans as unit (3) members.

Allocates funds through program planning, analysis, and budgeting (BUF 101) to be distributed by the director of finance to appropriate state departments.

Specifies that salary increases and cost adjustments for employees paid from federal, special, or other funds shall be paid proportionately from those respective funding sources.

Establishes an effective date of July 1, 2030, with all unencumbered funds lapsing on June 30, 2014, and June 30, 2015.
