Appropriates funds for fiscal biennium 2013-2015 for collective bargaining cost items negotiated with the exclusive bargaining representative of collective bargaining unit (9) across multiple state departments.

Provides salary increases and cost adjustments authorized under chapter 89C, Hawaii Revised Statutes, for state officers and employees excluded from collective bargaining who belong to the same compensation plans as unit (9) employees.

Allocates funding through program planning, analysis, and budgeting (BUF 101) for executive branch departments, the judiciary (JUD 601), and the Hawaii health systems corporation (HTH 210).

Specifies that salary increases and cost adjustments for employees whose compensation is paid from federal, special, or other funds shall be paid proportionately from those respective funds.

Takes effect on July 1, 2030, with all unspent or unencumbered funds lapsing on June 30, 2014, and June 30, 2015.
