Appropriates funds for fiscal biennium 2013-2015 to cover collective bargaining cost items negotiated with the exclusive bargaining representative of collective bargaining unit (3) across multiple state departments and agencies.

Provides salary increases and cost adjustments authorized by chapter 89C, Hawaii Revised Statutes, for state officers and employees excluded from collective bargaining who belong to the same compensation plans as unit (3) employees.

Allocates funds from general, special, federal, and other sources to program planning and budgeting (BUF 101) for executive branch departments, the judiciary (JUD 601), and the Hawaii health systems corporation (HTH 210).

Requires the director of finance and chief justice to allot appropriated funds to respective state departments and agencies for expenditure in their respective fiscal years.

Specifies that unspent or unencumbered funds lapse on June 30, 2014, and June 30, 2015, and establishes an effective date of July 1, 2030.
