Request Hawaii Health Connector and Insurance Division to develop a plan for transitioning the state exchange to the federal exchange or propose an alternative solution.

Direct the agencies to explore the feasibility of obtaining an expedited waiver for a more functional insurance exchange for Hawaii.

Require submission of a report to the Legislature no later than twenty days before the 2015 Regular Session outlining the transition plan and a budget for Hawaii Health Connector to operate as an informational resource only.

Acknowledge that Hawaii Health Connector has faced implementation challenges and lacks sufficient uninsured residents to become self-sustaining under the Affordable Care Act's January 1, 2015 deadline.

Propose eliminating the state exchange in favor of federal exchange participation while preserving compliance with Hawaii's Prepaid Health Care Act to reduce costs and consumer premium impacts.
