Requests all Hawaii counties to reevaluate and update their best management practices (BMPs) for construction to minimize soil erosion and sediment runoff affecting reefs and nearshore waters.

Directs counties to consider BMPs specifically for large-scale projects, projects on steep slopes, and grading activities during winter months with higher rain potential.

Requires counties to account for increasing storm severity and recognize that current BMPs may have been developed during extended drought periods when conditions were different.

Mandates each county submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2015 Regular Session convenes.

Requires certified copies be transmitted to the Director of Planning and Permitting for Honolulu and Directors of Planning for Hawaii, Maui, and Kauai counties.
