Requests each county in Hawaii to develop and implement public awareness programs about the importance of recycling household batteries and compact fluorescent light bulbs.

Asks counties to establish convenient collection and recycling centers for household batteries, compact fluorescent light bulbs, and other household hazardous materials.

Identifies heavy metals found in rechargeable batteries (mercury, lead, cadmium, nickel) and mercury in compact fluorescent bulbs as environmental and health risks if improperly disposed.

Notes that recycling separates plastic components and heavy metals for reuse in new products rather than allowing contamination through incineration or landfills.

Requires certified copies of the resolution to be transmitted to each county's Mayor, County Council Chairperson, and Director of Environmental Services or Environmental Management.
