Establishes a task force within the Department of Accounting and General Services to plan and coordinate celebration of the Hawaii State Foundation on Culture and the Arts' 50th anniversary in 2015.

Task force composed of 15 members: 3 selected by Senate President, 3 by House Speaker, 5 by Governor, 4 by Comptroller (including at least 2 Foundation employees), and Comptroller as ex officio member.

Task force to develop and coordinate anniversary celebration events from July 1, 2014, through December 31, 2015, with chair selected by members.

Requires task force to submit report to Legislature no later than 20 days before 2015 Regular Session, including completed events, implementation plans, and recommendations for public fund disbursement.

Task force exempted from Hawaii Revised Statutes chapter 92 (meetings law) and members not considered state employees under chapter 84 (compensation law).
