Directs the Department of Accounting and General Services and Chief Information Officer to work with the High Technology Development Corporation to establish a public safety technology campus and cyber security command center in central Oahu.

Proposes locating the facility on 150 acres of land in central Oahu that is outside tsunami and flood hazard zones with access to two electrical substations and diverse telecommunications connectivity.

Requires the Chief Information Officer to enter into memoranda of understanding with eight agencies including the Department of Defense, Department of Public Safety, State Fire Council, Honolulu Police Department, and Hawaii National Guard to coordinate facility needs and shared services.

Specifies the campus must include a data center with 250 racks and 2 megawatts of power capacity, a 10-acre innovation and research facility, a 40-acre sheriff facility with training areas, and a fire council facility with academy, training buildings, and equipment storage.

Directs certified copies be transmitted to relevant state and county agencies including the Comptroller, Chief Information Officer, Director of Public Safety, and Police Chief of the Honolulu Police Department.
