Establishes a Traditional Land Use Task Force jointly between the Office of Hawaiian Affairs and the Department of Land and Natural Resources, to be administratively housed within the Office of Hawaiian Affairs.

Task force composition includes representatives from the Office of Hawaiian Affairs, Department of Land and Natural Resources, Hawaiian Homes Commission, Board of Agriculture, 'Aha Moku Advisory Committee, Taro Purity Task Force, and Kamehameha Schools.

Directs the task force to assess the feasibility of establishing traditional land use districts encompassing fishponds, konohiki fisheries, kula lands, lo'i kalo, sacred valleys, and historic sites.

Requires the task force to develop regulatory schemes, adaptive planning for climate change, identify governance entities, and establish a process for designating traditional lands while feasibility is being reviewed.

Task force must report findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2015 Regular Session convenes.
