• Authorizes the Board of Land and Natural Resources to issue a term, nonexclusive easement for seawall purposes on state submerged lands at tax map key (1) 6-8-010 in Mokuleia, Waialua, Oahu.

• Permits a rock seawall encroachment of approximately 144 square feet that extends onto state submerged lands, which was authorized by the City and County of Honolulu in a shoreline setback variance dated December 21, 2009.

• Requires the property owner to pay fair market value for the easement, as determined by an appraisal, as approved by the Board of Land and Natural Resources on May 24, 2013.

• Fulfills the statutory requirement in section 171-53, Hawaii Revised Statutes, for prior legislative authorization by concurrent resolution to lease state submerged lands.
