Authorizes the Board of Land and Natural Resources to issue a term, nonexclusive easement for seawall purposes on state submerged lands at Mokuleia, Waialua, Oahu (tax map key (1) 6-8-010: seaward of 015).

Addresses erosion that reduced the property's buildable lot area from 11,109 square feet to 7,664 square feet, causing portions of an authorized rock seawall to encroach on state submerged lands by approximately 313 square feet.

Easement was approved by the Board of Land and Natural Resources on May 24, 2013, for owner Sutton Family Partners, subject to payment of fair market value as determined by appraisal.

Complies with Hawaii Revised Statutes section 171-53, which requires legislative authorization by concurrent resolution and Governor approval before leasing state submerged lands.

Directs transmission of a certified copy of the concurrent resolution to the Chairperson of the Board of Land and Natural Resources.
