Requests the Department of Education, Department of Land and Natural Resources, City and County of Honolulu, and United States Army Corps of Engineers to form a working group to examine long-term solutions to flooding issues at Kahuku High and Intermediate School's track and field.

Directs the working group to include representatives from the Castle-Kahuku Complex Area and the community in examining possible solutions.

Instructs the working group to consider relocating Kahuku High's track and field to another location in Kahuku or Malaekahana as a potential long-term solution.

Requires the Department of Education to report the working group's findings, recommendations, proposed legislation, timeline, and estimated costs to the Legislature no later than twenty days before the 2015 Regular Session convenes.

Directs transmission of the resolution to the Superintendent of Education, Board of Land and Natural Resources Chairperson, Honolulu Mayor, and United States Army Corps of Engineers Honolulu District Commander.
