Requests the Auditor to perform a financial and management audit of the Hawaii Community Development Authority, established in 1976 to plan and implement community development programs.

Directs the Auditor to investigate the Authority's process for formulating development plans, including revisions and amendments to master plans for the Kakaako Community Development District.

Requires examination of how the Authority considers and approves variances, exceptions, and modifications to development plans and rules.

Mandates investigation into the extent of affordable and workforce housing to be constructed under current rules and the Authority's process for determining infrastructure adequacy, including public school facilities.

Requires the Auditor to submit findings, recommendations, and proposed legislation to the Legislature no later than 20 days before the 2015 Regular Session convenes.
