Designates March as Human Rights Month in Hawaii and declares Hawaii a human rights state.

Cites the 65th anniversary of the Universal Declaration of Human Rights (December 10, 2013) and President Franklin D. Roosevelt's "Four Freedoms" as foundational to human rights policy.

Establishes March as the appropriate month for Human Rights Month observance because the Legislature is in session and March 8 is International Women's Day.

Directs commemoration of Human Rights Month with related activities at the State Capitol in conjunction with International Women's Day.

Requires certified copies of the resolution to be transmitted to the Governor, President of the Senate, Speaker of the House, county mayors, and Hawaii's congressional delegation.
