Urges the Department of Hawaiian Home Lands to submit a report to the Legislature regarding its policy to develop rental properties for occupancy by its beneficiaries.

Directs the Department of Hawaiian Home Lands to ensure beneficiaries maintain their placement on the homestead lease waitlist while residing in a Department rental property.

Notes that 68 percent of low-income Native Hawaiians (earning less than 80 percent of area median income) experience housing problems, and 75 percent of very low-income Native Hawaiians (earning less than 50 percent of area median income) experience housing problems.

Identifies that as of September 11, 2012, there were 26,550 individual applicants on the waitlist for homestead leases and the Department had a 32 percent mortgage loan delinquency rate at the end of fiscal year 2012.

Requires a certified copy of the resolution be transmitted to the Chairperson of the Hawaiian Homes Commission.
