Authorizes the Board of Land and Natural Resources to issue a 55-year lease and non-exclusive easement to Lana'i Resorts, LLC for submerged and fast lands at Manele Small Boat Harbor on Lana'i (tax map key (2) 4-9-17:06).

Lana'i Resorts must pay all costs to construct and install a floating and loading dock, estimated between $500,000 and $600,000, designed to withstand tsunami events and replace the original Castle & Cooke Resorts lease deemed impractical after 2010-2011 tsunami damage.

Lana'i Resorts agrees to complete a topographical map of the harbor's submerged floor and cultural resource survey at its sole cost to determine possibilities for future harbor expansion.

As lessee, Lana'i Resorts must maintain the floating dock, utilities, related improvements, and harbor landscaping along roadways and ferry passenger waiting areas, plus pay base rent and a percentage of revenues.

The lease will provide mooring and dock access for Lana'i Resorts' commercial boating activities and temporary use by Expeditions (ferry service) and Trilogy (commercial boating) during tsunami restoration work on their existing dock.
