Requests the Governor to explore a competitively procured public-private partnership agreement to plan, design, construct, and finance a new system of correctional facilities including prisons, jails, reentry centers, reporting centers, treatment centers, and halfway homes.

Urges the Governor to achieve the goal of bringing home all Hawaii prisoners incarcerated on the mainland no later than July 1, 2018.

Requires that a minimum of seventy percent of repayment costs for the new system be paid through cost savings and efficiencies compared to the existing system, in accordance with the Justice Reinvestment Act.

Directs relevant state departments to issue a request for proposals to the prison building industry and offer an informational briefing to legislative committees at least thirty days before issuance.

Requires the Department of Public Safety to complete a thorough evaluation of all inmates, their reentry plans, rehabilitation services effectiveness, and alternatives to incarceration, with findings reported to the Legislature no later than twenty days before the 2015 Regular Session.
