Requests the University of Hawaii and Department of Labor and Industrial Relations to conduct a county-by-county review of the State's workforce requirements for professional and paraprofessional elder care workers over the next decade.

Directs the review to address Hawaii's rapidly growing elderly population, which is expanding between two and three times the national average.

Requires the University of Hawaii and Department of Labor and Industrial Relations to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2015 Regular Session.

Recognizes existing University of Hawaii programs including the Geriatric Department, School of Nursing, Elder Law Program, School of Social Work, and various centers that address the needs of older adults.

Affirms that planning for the State's elder care workforce will require creative initiatives and closer collaboration between schools and higher education programs.
