Requests the State Auditor to conduct a management audit of the Department of Land and Natural Resources' Division of Boating and Ocean Recreation.

Audit must review the Division's enforcement capacities and its arrangement with the Department's Division of Conservation and Resource Enforcement to identify strengths, weaknesses, and opportunities for improvement.

Audit must examine whether it is feasible to keep state small boat harbors open seven days a week and review the Division's revenue stream to provide recommendations for funding deferred capital improvement projects, repairs, and maintenance.

Audit must examine best practices from other states or local governments dealing with similar management and capacity challenges.

Auditor must submit findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days before the 2015 Regular Session convenes.
